1.1. The buildings of the House of Representatives may only be used for photography/recordings intended for Parliamentary and political reporting or to explain parliamentary and political events.
1.2. Staged situations must not misrepresent reality.
1.3. The instructions of House of Representatives officials must be followed at all times. The House of Representatives reserves the right to change or withdraw the facilities it provides at any time.
1.4. Departures from the guidelines are possible only with written permission from the Communications Department.
1.5. The term recording is used below to describe all types of sound and/image recording, including photography.
2. RECORDING IS NOT PERMITTED IN:
2.1. The Government Unit (Regeringsunit)
2.2. The members' restaurant (Ledenrestaurant)
2.3. The Statenrestaurant
2.4. The Pleinrestaurant
2.5. The public gallery and/or press gallery
2.6. The Lobby Area (Wandelgang – the semi-circular corridor behind the plenary hall), where an exception is made for photographs only (however, all persons featured in the photograph must be asked for permission prior to publication).
2.7. It is also not permitted to make recordings from these corridors or other positions of people in these rooms holding private committee meetings or other events.
3. RECORDING IN THE PLENARY HALL DURING PARLIAMENTARY SITTINGS
3.1 Camera crew and press photographers may enter and exit the hall via the side corridors, without disrupting the sitting.
Restrictions may be imposed on the number of representatives of the visual media present during sittings, at the discretion of the head of the Communications Department.
3.2 When working in the hall, the permanent access pass or temporary badge provided by the Communications Department must be worn and be visible.
3.3 The use of flash equipment or additional lighting is not permitted.
3.4 All journalists and crew must remain out of sight and earshot of ministers, state secretaries, MPs and the President of the House.
3.5 They are not permitted between the MPs' seats, behind or between the government benches, behind the President's chair and in the section where the parliamentary stenographers work.
3.6 It is not permitted to stand immediately in front of or behind people.
3.7 It is not permitted to photograph or record documents or the like on the bench desks or those of MPs and/or ministers.
3.8 It is not permitted to engage in discussion with MPs and/or ministers.
3.9 It is not permitted to use tripods in the hall.
The only exception to this rule is the use of monopods, exclusively in the Lobby Area corridors, pointing towards the hall.
3.10 During debates, it is permitted to take photographs or make TV recordings, to enable a cutaway shot of each new speaker to be taken.
3.11 It is not permitted to use microphones/radio-microphones.
3.12 When not working, crew must leave the hall or withdraw to the sides of the hall on the same floor.
3.13 All work must take place as inconspicuously as possible.
3.14 It is only permitted to take photographs or record from the galleries if permission has been obtained for this from the Communications Department.
4. RECORDING IN THE PLENARY HALL WHEN NO PARLIAMENTARY SITTING IS TAKING PLACE
4.1 Permission from the Communications Department is required for this.
4.2 MPs and/or ministers only may be photographed/recorded and the President of the House's chair must not be used for this purpose.
5. RECORDING IN OTHER ROOMS DURING PUBLIC MEETINGS
5.1 Photographs or video recordings may only be taken from a fixed, predefined position.
5.2 Where applicable, the same rules apply here as under 3 above, unless the chair of the meeting decides otherwise.
6. RECORDING IN OTHER ROOMS AT OTHER TIMES
6.1 Permission from the Communications Department is required for this.
6.2 Recordings/interviews of MPs and/or ministers only.
7. MISCELLANEOUS RECORDING
7.1 It is not permitted to approach MPs and/or ministers with live recording equipment without their permission (with the exception of 7.2). If MPs and/or ministers address the media after a sitting, recording is permitted as part of free news gathering.
7.2 During the question time session and after votes, on Tuesday afternoon from 14.00, it is permitted to address MPs and/or ministers in the lobby using live recording equipment. If MPs and/or ministers object in advance to photographs/recordings and/or broadcast, this must be respected and any images taken may not be made public.
7.3 Interviews and/or recordings are permitted in the corridors providing that this does not cause any obstruction.
7.4 Officials and staff from the parliamentary groups may not be approached at any time by the media with live recording equipment.
7.5 Recording in parliamentary departments is possible only with prior permission from the Communications Department.
7.6 Access to rooms being used by parliamentary groups may be authorised by the parliamentary groups only. Journalists are not permitted to access or make recordings in the lobbies at the entrances to the parliamentary group rooms without the express permission of the parliamentary group spokespersons.
7.7 Interviews and/or recordings of guests/visitors being received by parliamentary committees and/or MPs are permitted in the Central Passageway (ground floor) only (designated areas only).
8.1 During the silence commemorating the passing of deceased persons, it is not permitted to move around or do any work that makes a noise.
