On Tuesday may 20th the House of Representatives adopted the report 'Ahead in Europe – on the role of the Tweede Kamer and national parliaments in the European Union'.
This report presents recommendations on how parliaments can improve their own working methods and cooperation with other parliaments, with a focus on transparency and effectiveness as key factors for legitimacy. Along with this, it also considers the position of the national parliament vis-à-vis the government.
Mr. René Leegte (VVD-Liberal party), who drafted the report 'Ahead in Europe', was appointed as rapporteur Democratic Legitimacy by the Tweede Kamer November 2013. The coming months, the Dutch House of Representatives will seek co-operation with other national parliaments, bilaterally as well as in the interparliamentary COSAC conference to inquire how parliaments can learn from each other in EU scrutiny and to explore how effective interparliamentary co-operation can improve democratic legitimacy.
